MINUTES

Normanby By Spital Parish Council and Owmby Parish Council met on 25th January 2022 in the Bottle And Glass at 7.30pm.

Chaired by Cllr Widdison.

Also Present (Normanby) :  Cllrs Creek, Elliott, Firth and Martin

(Owmby) : Cllrs Brookes, Crompton Howe, Leah, Mellor, Swift,

Also Present – Owmby Parish Clerk and 2 members of the public.

Meeting commenced at 19:30

1.            Recording of meeting. – No one recording.

2.            Apologies for Absence. – Cllr Clinch

3.           To resolve the Terms of Reference for the Community Park Committee.

                A lengthy discussion took place around the Terms of Reference for the Community Park as provided to the councillors.

The main topics of  discussion were around engagement with the public and the requirement for a minimum of 4 meetings per year. It was explained that as the Community Park is under a 106 agreement it remains a responsibility of the Joint Parish Councils. Community engagement and transparency is key.  

After 55 minutes on the subject the Chair called for a vote.

                8 in favour/3 against.

4.            Platinum Jubilee – Discussion and resolution of event requirements

Cllr Elliott gave a report back on the informal Jubilee meeting which was done via Zoom.

 

There was a mix of people in attendance from both Parish Councils, Normanby School, the WI, Sunday School etc.

It was decided at the meeting that a flyer be produced and distributed around the Parishes asking residents for feedback on what they would like the councils to do to celebrate the Jubilee.

 

At the time of the meeting 13 had been returned, the deadline is 31 January

 

2 Feb – follow up meeting to discuss outcome of survey.

 

Next meeting will also be a zoom and any volunteers from the public will be encouraged to n attend.

 

There is a plan to write to local businesses to see if sponsorship can be obtained to ensure successful events can be put on.

 

As everyone in the country is putting on the same type of event over the same weekend there is a need to move quickly on securing toilet facilities. To achieve this it is requested that funds can be released from the CPC.

 

The Jubilee Event may also act as a motivator to get the water and power installed in the field in time for June.

 

The March meeting of the Jubilee event organisers will see the formal formation of the “Jubilee Committee” and it will be governed by aTerms of Reference to be agreed by both councils.

 

Cllr Brooke presented 3 quotes to the Joint Councils

 

Suggested requirement is for 2 toilets – 1 standard and 1 disabled.

It was agreed to accept the quote from Shire Toilets

 

Release £330 + VAT for hire of toilets from CPC funds.

Items to address for the Jubilee Event for discussion and resolution at the next meeting - Social Media Policy

Safeguarding Policy - Cllr Leah offered her skills to advise on Safeguarding.

DBS Checks – It is acceptable for DBS checks to be accepted from other organisations but the council needs to resolve that this their practise.
