Minutes of the Council Meeting held via Zoom on April 19th 2021

36/21 Apologies for absence – None
37/21 Reports from County & District Councilor's & Police, if present
1 Incident – Suspicious Activity
Incidents with dogs on the field continue to be challenged by councilors and residents. Potential to introduce a by-law for the field regarding dog fouling\dogs running free on the field. Suggest to prepare a joint agreement with NPC ‘asking’ the public to comply. Suggest take safety angle regarding children.

Resolved that the notes of the meeting be approved and signed as correct minutes of the meeting.
41/21 Matters arising from March meeting.
Cemetery – Confirmation of working party not yet received from NBS. JH and AH have agreed to get together following their training to visit the cemetery to ensure records are up to date and accurate.
42/21 Community field and CPC update
Joint Statement – Synopsis of meeting between RB, AH, GCH and JH. Items that generate strong feelings need to be dealt with jointly to nip things in the bud.
CPC community is made up of Normanby and Owmby residents.
Bulling & Harassment policy should be looked at as a matter of priority in light of recent events. JH to liaise with DL
NBS survey should not ask questions about the Community Park as it only impacts half of the residents that use it - inappropriate. Practicalities of the leading questions haven’t been looked at. The questions haven’t been approved by those concerned. Items in the questions are picked from the 1 year plan. No context added to the questions to enable the understanding of why things are required – such as removal of the hedge. Should publish something on our website that sticks to the facts. Inaccuracies need highlighting. Whatever is decided as part of the survey would not necessarily be enacted upon as agreement needs to be reached between Owmby and Normanby collectively as the overseers of the Community Park Committee. It is not a children's playground and should be available for all residents.

43/21 Website Matters
LCC want Parish Council website to be used a lot more. Would like photos on there.
Advertise in Signpost. Have a photo competition for photos to go on the web with a prize for the winner.
Photos of the Councilors should be on the web site along with a Who’s Who. Contact details through the clerk
Set up a Facebook page to reach out to more residents as it’s assumed that generally the public would not regularly visit the website.
Sort out a social media policy – DL to investigate.

Public Paths – up to date list of the paths – state they are in. Look at suitability for mobility scooters.

Parish Notice board – Needs a coat of paint. Look at potential to move it to the entrance of the community field. Explore improving aesthetics and content.
Volunteering – compile a list of skills.
Wildlife Areas – research into areas to be left\sewn with wild flowers.
Verges – who owns what – highways\private. Stretch opposite park on Normanby Road could be left for wildflower planting.
Roads and Signage – warning of horse riders, Uneven road surface warning coming in on Owmby Cliff. - JH to contact Highways at the entrances near Carters and on Pump Hill. Children playing outside park.
Remaining items leave for future – item to remain on the agenda.
45/21 To resolve spending budget for village planters
£200 available to spend on the planters.
Need structural plants. What if someone pinches \ vandalizes. Need to spread it out over the year. DM has a conifer to donate. IB suggests 2 –3 dwarf conifers in each planter. DL to purchase some from Wilko and look at the Cordylines. 2/3 permanent plants. 1/3 replenished. Councilor's to adopt one each for watering. Spend approx. £100 initially with a view to adding further in the autumn.
46/21 OPC Litter Picking Plans
Community Litter picking session on Sunday 24th April – 10am meeting at Community Park – about 10 volunteers so far. JH to chase WLDC for litter pickers. Purchase Hi Vis with “Owmby Litter Pickers” - DM to look at cost of them.
DL will provide cups of tea after on her lawn. IB will help.
DM will collect rubbish in trailer and leave up by A15. JH to call WLDC on Monday 25th requesting a collection.

Ongoing Highgate Lane -
Potholes opposite Green Lane – JH to Report.
48/21 Parish Council bank account update
Andy Hopkins has received cheque book and statement despite change of address being dealt with. - GCH to arrange collection
New accounts set up. New paperwork received. Waiting for switching balances.

Application Ref 142734 – Changing the foot print to plots 6 & 7 of the Lime Close
No objections, previous correspondence has referred to North of Fen Road, this time as Normanby Road, Owmby By Spital. It’s our understanding that its a minor adjustment to the foot print of the existing application. JH to notify WLDC
