Minutes of the Council Meeting held in Owmby Church on May 11th 2021

52/21.   Apologies for absence – None Received

53/21.   Chairman's Report – Read out illustrating activities of the year.

54/21.   To receive nominations for the appointment of Chair and Vice Chair

  1. To appoint the Chair of the Parish Council for the Council year 2021/2022 G Crompton Howe to stand.

55/21.   Public Participation – None

56/21.   Reports from County & District Councillors & Police,

County Council  - Cllr Bunney is new in post. He is keen to be of support. There is a new Environment Strategy being circulated. Local PC’s being encouraged to get involved.

District Council – Cllr Summers not in attendance

Police Report – The police report was received after the meeting. There were no incidents to report. PCSO Angie Law wished to convey thanks to all residents for all of the 101 calls to report suspicious vehicles/incidents seen in your village, all of which have been followed up.  

57/21.   To receive declarations of interest in accordance with the 2011 Localism Act – None Declared

58/21.   To approve notes of the previous meeting held previously:

a) There was no APM in 2020 due to the pandemic

b) 19th April 2021 – Resolved that the notes of the meeting be approved and signed as correct minutes of the meeting.  

59/21.   Matters arising from the April meeting

                       Action points – DL – Social Media Policy

                       IB – Map for road signs – Now provided JH to liaise with Highways\CC to initiate signage as required for “Children Playing”, “Horses” and “Uneven Surface”

                       DM – Pot holes – JH to report 2 potholes on Owmby Road. See to engage villager support on the next litter pick.

60/21.   To discuss the Finance Policy  - JH to circulate notes regarding spending policy. DL – Is this what the CPC will use? NPC have set the committee spending at £100. Need to have policies that allow use by OPC and CPC. CPC needs robust authorization process so it can be paid without putting before the OPC. A separate meeting will be convened to draft the policy ready for resolution at the next PC meeting.

61/21.   To resolve the Bullying and Harassment Policy

62/21.   Community field and CPC update – Accounts to 31/03/2021 up to date and ready to go to the auditor.

               Moving of benches and creating pathways to enable access for pensioners. DM to supervise.  Painting of benches. NPC residents survey mentioned the hedge asking if wanted to remove the hedge without offering context as to why it needed removing. Safeguarding was highlighted as the reason for removing the hedge. Need planning permission. WLDC unlikely to refuse it. Environment damage – but can be mitigated. View to the field currently obscured. Potentially need to remove 200m at an approx. cost of approx. £6000. Post and rail to replace? Have to address these issues as we desire to make the community field more appealing and accessible. Do we support in principle the removal of the hedge – Yes – pending further investigation.

               Sunflower growing competition – 45 contestants – from both villages. 

               OPC are in support of the Scarecrow festival.

63/21.   Trees on Normanby Rd

               2 Cherry trees are dead. 1 near Owmby entrance to park. 1 opposite side of the road near Highgate Lane. JH to quotes for tree removal.

               Ditch on Normanby Road – It was decided that an area of grass around the ditch on Normanby Road be left uncut to encourage wildlife. JH – contact MKS to request “No Mow Area”

               JH to catch up with AH

               Rabbits remain a problem – need resolving. Health and Safety concerns. Duty of care to deceased and families.
