Minutes of the Council Meeting held in the Parish Church on 5th February 2019
PRESENT: Cllrs G. D. Crompton-Howe (Chairman), D Mellor, D Leah, the Clerk
01.19 APOLOGIES
Cllr Carter, Cllr Brooke, Cllr Strange, Cllr Summers, PCSO Law
REPORTS FROM DISTRICT COUNCIL & COUNTY COUNCIL & POLICECllr
Strange confirmed that he had reported the road to Spridlington and was awaiting confirmation that it has been repaired.
PCSO Law had provided an incident report for the Council

02.19 DECLARATION OF INTERESTS- None
03.19 APPROVAL OF NOTES OF THE MEETING HELD 18th October 2019 -Resolved the notes of the meeting be approved & signed as correct Minutes of the meeting.
04.19MATTERS ARISING FROM 18th October 2019
A number of pothole have been reported to Highway. A parishioner had reported damage to a car wheel due to a large pothole on Highgate Lane. Clerk also to report Cliff Road, near the culvert as the read surface is very uneven.
06.19-COMMUNITY FIELD UPDATE
Work on the field is continuing. The drainage work is currently has been undertaken. Gates have been erected The CPC are currently applying for number of grants. A cheese and wine event had been arranged and a number of tickets have been sold to raise finds.
Cllr Leah presented the CPC financial statements. Cllr Leah and the clerk to seek clarification regarding the legality surrounding 3 accounts and gift aid.
07.19- NEIGHBOURHOOD PLAN UPDATE
Minutes from NP meetings are available on the Owmby by Spital website.
08.19- CEMETERY MATTERS:-
Resolved to accept the grass cutting quote from Greengrass Contracting of £88.92 per cut.
Hedge to be cut back so that work on the cemetery path can begin.
09.19 PARISH COUNCIL BANKING
Resolved to add D Leah as a signatory. Resolved to sign up to internet banking and allow the clerk access.
10.19 FINANCE AND ACCOUNTS FOR PAYMENT

11.19 COMMUNITY SPEEDWATCH SCHEME- Forms completed for the passive speed signs and £40 application fee to be forwarded to the Lincolnshire Road Safety Partnership
