Minutes of the Council Meeting held in the Parish Church on 12th November 2019

PRESENT: Cllrs G. D. Crompton-Howe (Chairman); S Carter, D Mellor, I Brooke, D Leah and the clerk

63.19 APOLOGIES FOR ABSENCE- Cllr Strange, PCSO Law

64.19 TO RECEIVE DECALRATIONS OF INTEREST IN ACCORDANCE WITH THE 2011 LOCALISM ACT- None

65.19 REPORTS FROM DISTRICT COUNCIL AND COUNTY COUNCIL- None in attendance. PCSO Law provided a report with crime statistics for the area.

66.19 TO ELECT A VICE CHAIR

Cllr Crompton- Howe proposed Cllr Mellor. Seconded Cllr Leah. Resolved Cllr Mellor to be vice chair

67.19 APPROVAL OF NOTES OF THE MEETING HELD 23rd July 2019

Resolved that the notes of the meeting be approved & signed as correct Minutes of the meeting.

68.19 MATTERS ARISING FROM JULY 2019 MEETING

The contact Cllr Leah had for defibrillator training is no longer running the training.

69.19 TO CO-OPT NEW PARISH COUNCILLOR

Following interviews of 3 candidates it was resolved to co-opt Mrs. I Brooke as parish councilor. Thanks to all who had shown an interest in the position.

70.19 -COMMUNITY FIELD UPDATE

It was unanimously resolved to approve the new committee members Jamie Marshall and Jeff Summers to the community park committee. It was noted that Jeff Summers is not a resident of the parish (as per terms of reference) however he has supported the park from the outset and is a well-known and active figure in the community with good connections within WLDC.

Cllr I Brooke provided a detailed report from the community fete which had been a great success. The fete is planned again for next year on 13th September 2020. Unfortunately a race night organised to raise funds has had to be cancelled due to lack of ticket sales. Quotes for grass cutting have been received. Recommended quote to be taken in to account when estimating the precept. The CPC are considering treating the benches in the future and are currently considering fencing off the play area.

71.19- NEIGHBOURHOOD PLAN UPDATE

A report received from Tracey Firth, Neighbourhood Plan group, was read out. Currently the neighbourhood plan is at a standstill due to Normaby by Spital Parish Council’s decision to no longer partake. The NP group have a petition regarding Normanby pulling out which has been signed by over 100 people and will be presented to Normaby Parish Council.

Owmby Parish Council stated that they wish to continue with the neighbourhood plan process and the council’s preference would be to continue in partnership with Normanby. Disappointment was expressed that Owmby were not consulted by Normanby before they made their decision to pull out. It was reported that Normanby have not paid Owmby for the half share of the cost incurred for Survey Monkey. Clerk had written to Normanby

Clerk who has requested invoices and further details. Cllr Brooke to provide the invoices.

72.19 REQUEST FOR GRANT FUNDING FROM SIGNPOST MAGAZINE

Clerk reported that a request from grant funding has been received from the Signpost magazine. It was asked if Owmby would consider increasing their grant from £100 to £150. Due to low financial reserves it was resolved to keep the grant at £100 for this financial year and to increase this to £150 for the following year.

73.19 CEMETERY MATTERS

Footpath work has not been undertaken due to recent poor weather. Contractor to begin work when he is able.

The hedge will need cutting back again to enable him to complete the work.

Cllr Crompton-Howe to arrange for the rabbits to be culled again.

The clerk has passed on Cllr Carter’s contact details to Normanby clerk and requested that Cllr Houtby contact Cllr Carter so they can work together on improving the cemetery.

74.19 TO ESTIMATE PRECEPT FOR YEAR 2020/2020

Following scrutiny of accounts it was resolved to estimate that the precept will need to increase to £6,825 (see attached detailed breakdown). It is estimated, following quotes, that approximately £1000 will be needed to cover the grass and hedge cutting of the community park.

PA140151- Application for 2 dwellings- Land off Owmby Cliff Road. Parish Council’s comments have been forwarded to WLDC.

Resolved to write to Mr M Harrison to formally thank him for his work tidying up the village.
