Minutes of the Council Meeting held in the Parish Church on 23rd July 2019

49.19 APOLOGIES FOR ABSENCE- Cllr Strange, PCSO Law

50.19 TO RECEIVE DECALRATIONS OF INTEREST IN ACCORDANCE WITH THE 2011 LOCALISM ACT- None

51.19 REPORTS FROM DISTRICT COUNCIL AND COUNTY COUNCIL- None in attendance. PCSO Law provided a report with crime statistics for the area.

PUBLIC PARTICIPATION - None

52.19 APPROVAL OF NOTES OF THE MEETING HELD 14th May 2019

Resolved that the notes of the meeting be approved & signed as correct Minutes of the meeting.

53.19 MATTERS ARISING FROM March 2019 MEETING

Cllr Leah to contact the Lincolnshire Historical Society regarding organizing a community event.

54.19-COMMUNITY FIELD UPDATE

Keith Hanson had sent a report to the parish council. Resolved Nigel Heather to cut the grass for this season and the parish council to jointly cover the cost with NPC. Following this the CPC will need 3 tenders for the following season. A village fete is planned for 8th September on the Community Field. Owmby PC resolved to share the cost of providing additional dog waste bins with NPC.

55.19- NEIGHBOURHOOD PLAN UPDATE

Isabelle Brooke reported that the NP group are now working with consultants ‘Open Plan’ in order to move forward with the plan. The cost of this is covered by grant funding.

56.19 CEMETERY MATTERS

Resolved Cllr Carter to contact Cllr Houtby to discuss ways forward to try to eliminate rabbits from the cemetery. Cllr Crompton-Howe to contact the contractor regarding work to the footpath.

58.19 DEFIBRILLATOR TRAINING

St John Ambulance charge £115 per person. Arion charge £295+VAT for a group of 10 people. Cllr Leah awaiting a further quote.

59.19 PLANNING APPLICATIONS AND DECISIONS

PA139493- Application for extension at Totmoor Farm- no objections. PA139699- Reserved matters application- Land North of Owmby Cliff Road- Clerk to submit comments.

60.19 CORREPONDENCE

Response from NPC was noted.
