Minutes of the Council Meeting held in the Parish Church on 12th March 2019

16.19 APOLOGIES

REPORTS FROM DISTRICT COUNCIL & COUNTY COUNCIL & POLICEPCSO

Law had provided an incident report for the Council but due to data protection no details were able to be provided. County Councillor Strange reported that there is a new acting Chief Executive. Highgate Lane is on the schedule to be repaired and that he is going to report it again due to the hazardous state it is in.

Lincolnshire’s roads have been much improved since the purchase of a hot box to repair potholes. The new Lincoln bypass is due to open during the summer 2020. Funds have been made available to provide a roundabout on A46 at Dunholme Holt which is an accident blackspot. Cllr Strange also reported that Council Tax will increase. A number of local councils are lobbying the government for fairer funding for rural areas as urban areas receive much more per head.

17.19 DECLARATION OF INTERESTS- Cllr Brooke declared an interest in item 11 and did not vote on the matter

18.19 APPROVAL OF NOTES OF THE MEETING HELD 5th February 2019 -Resolved the notes of the meeting be approved & signed as correct Minutes of the meeting.

19.19MATTERS ARISING FROM 18th October 2019

20.19-COMMUNITY FIELD UPDATE

It was reported that the wood on the field has been burnt. The field has now been rolled and will be seeded when the weather conditions allow. A number of grants have been applied for and the CPC are awaiting the result of their bids. A fundraising evening organized by the CPC was well attended. The Clerk and Cllr Leah had sought advice from LALC regarding the finances for the CPC and action has been taken to ensure that all financial matters are correctly dealt with following this advice. The CPC have raised concerns that they are unable to apply for a number of grants as they are a committee of the parish council. A joint meeting with NPC to review the CPC members and terms of reference will need to be held in May.

21.19- NEIGHBOURHOOD PLAN UPDATEIsabelle

Brooke reported that a character assessment of the NP area was underway. It was resolved to sign the contract for Open Plan to complete this work (covered by the grant funding). Grant money has been received and in now in OPC’s bank account. Resolved to allow Open Plan to use OPC’s ordinance survey and license was signed.

22.19- CEMETERY MATTERS:-

Clerk has contacted Green Grass numerous times regarding cutting the hedge between the old and new part of the cemetery. Once the hedge has been cut the remedial work on the path can be undertaken.

23.19 HIGHWAYS MATTERS

Clerk to report poor condition Highgate Lane again.

24.19- TO DISCUSS AND RESOLVED NEIGHBOURHOOD PLAN GROUPS REQUEST TO REIMBUSRE SURVEY MONKEY INVOICE COSTS- Isabelle Brooke explained that the NP group had been unable to gain grant funding to pay for Survey Monkey. She had paid for Survey Monkey, in good faith, on her credit card as the parish councils do not have internet banking and a cheque was not acceptable. Owmby Councillors unanimously resolved to pay the cost as the work undertaken is for the benefit of the community. It was also resolved that OPC will write to NPC to express their dismay that they would not cover half the cost.

26.19 COMMUNITY SPEEDWATCH SCHEME- Awaiting survey by Lincs Road Safety Partnership for passive signs to be erected.

27.19 DEFIBRILLATOR TRAINING- Clerk to contact LIVES regarding running defibrillator training.

28.19 CORRESPONDENCE-All relevant emails and correspondence have been circulated. Best Kept Village information passed to Cllr Brooke

29.19 PLANNING MATTERS-Land on the south side of Fen Road has a notice of landowner deposits under s15A (1) of the Commons Act 2006.
