OWMBY BY SPITAL PARISH COUNCIL

Minutes of the Council Meeting held in the Parish Church on 28th January 2020

PRESENT:  Cllrs G. D. Crompton-Howe (Chairman); S Carter, I Brooke, D Leah and the clerk

01.20 APOLOGIES FOR ABSENCE- Cllr D Mellor, PCSO Law

 

02.20 TO RECEIVE DECALRATIONS OF INTEREST IN ACCORDANCE WITH THE 2011 LOCALISM ACT.  None

 

03.20 REPORTS FROM DISTRICT COUNCIL AND COUNTY COUNCIL- None in attendance. PCSO Law had confirmed prior to the meeting that there had been no incidents in the area.

 

04.20PUBLIC PARTICIPATION-

None

 

05.20 APPROVAL OF NOTES OF THE MEETING HELD 12th NOVEMBER 2019

Resolved that the notes of the meeting be approved & signed as correct Minutes of the meeting.

 

06.20 MATTERS ARISING FROM NOVEMBER 2019 MEETING

The contact Cllr Leah had for defibrillator training is no longer available o deliver training.

 

07.20 -COMMUNITY FIELD UPDATE

Cllr Brooke provided a financial report.  The CPC are currently informally enquiring about fencing options for the play area, Cllr Leah reported that she had attended some safeguarding training and that the advice would be to remove the hedge from the edge of the field which runs along Normanbv Road. Other options included removing a large section of the hedge and replacing with ROSPA approved fencing and to cut the hedge back to 1metre.  Initially it has been decided to cut the hedge to 1m and then possibly apply for grant funding to purchase suitable fencing.  Cllr Brooke reported that the CPC would like to purchase a vandal proof, secondhand cabin with toilet to store equipment and act as a base to run events. Owmby councillors agreed that this was a good idea and the CPC arevto investigate costs.  Regular quiz nights are now being held to raise funds. The Christmas jumper walk was a great success.

 

08.20- NEIGHBOURHOOD PLAN UPDATE INCLUDING MEMORANDUM OF UNDERSTNDING

The Neighbourhood Plan is still at a standstill due to Normaby by Spital Parish Council’s decision to no longer partake.  Normanby Parish Council had requested that Owmby Parish Council sign a memorandum of understanding allowing the NP to continue without any input from Normanby Parish Council.  Following advice from the WLDC Neighbourhood Plan officer it appears that both councils need to be involved. The MOU was revised and sent back to NPC for their consideration.  NPC have responded to say that they need more time to consider the revised version.

 

09.20 CEMETERY MATTERS

Footpath work has not been undertaken due to recent poor weather.  Contractor to begin work when he is able.  The hedge will need cutting back again to enable him to complete the work. Following the resignation for Cllr Houtby (NPC) Clerk to contact NPC clerk regarding a new contact on NPC council for Cllr Carter to liaise with regarding cemetery matters.

 

10.20 HIGHWAYS MATTERS

Hedge on Highgate Land is overgrown making it difficult for vehicles to pass safely.  Reported to NPC clerk.  Highways have been to look at Highgate Lane following concerns raised regarding the uneven road surface being hazardous.  Highways have reported that the road does not need any remedial work at present.  Parish council to report again.  Members of the public are able to report highways issues at www.fixmystreet.com

Clerk to report flooding at the bottom of Pump Hill opposite Green Lane.

 

11.20 FINAL PRECEPT REQUEST

Resolved to precept for £6825 for 2020/21

 

12.20 PARISH COUNCIL BANK ACOUNTS

Clerk still trying to open an account with Lloyds bank.  Awaiting forms for signing.

14.20 PLANNING APPLICATIONS AND DECISIONS

PA140151- Application for 2 dwellings- Land off Owmby Cliff Road-Granted

PA140505- application for 1 detached dwelling and garage, Land to north of Fen Road- parish council to submit comments.

 

15.20 PARISH COUNCIL COMMUNICATION AND OPPORTUNITY FOR RESIDENTS TO MEET THEIR COUNCILLORS-

Resolved to invite parishioners to meet their councillors for tea and cake on 18th April 2020 2-4pm.

 

16.20 COST OF SURVEY MONKEY

Nothing to report at present- no payment received from NbS PC.

 

17.20 DEFIBRILLATOR TRAINING

Cllr Leah reported that the defibrillator has been tested and is fully functional.  Options for training are still being investigated.

 

18.20 FLORAL DECORTIONS FOR THE VILLAGE

Resolved to investigate the cost of installing floral decorations with the possibility of asking for sponsorship.

 

19.20 CORRESPONDENCE

Emails have been circulated.

Clerk has responded to correspondence from NPC

Resolved that a member of the public will attend WLDC planning training events throughout the year.
