17 April 2023

Held in the Bottle and Glass, Normanby by Spital

Meeting commenced at 19:00

1. Apologies were received from Cllrs Pearson (NPC) and Swift (OPC)

2. The Minutes of the previous Annual Meeting of the Parish were approved as an accurate record.

3. Owmby by Spital Parish Council Chairs Report

Thanks were given to his fellow councillors The Parish Clerk was acknowledged and thanked for her work through some challenging times and the training she had achieved. Cllr Bunney was thanks for his attendance at meetings and the support he had given the council. Cllr Summers was thanked for the service he had given to the Parish Council and his service of 21 years is to be acknowledged with a bench in the community park. An update on what had been achieved throughout the year was given including appreciation of the improved relationship with Normanby by Spital Parish Council and how the two councils are working together on projects.

4. Normanby by Spital Parish Council Chairs Report

Cllr Widdison delivered his report on the activities of the year. Thanks were given to Cllr Clinch for his term of office ending in November. We also welcomed Cllr Pearson to the council. Cllr Creek was mentioned and will be supported as he recovers from a period of ill health. The clerk was thanked for her support over the year. Adoption of the CPC Terms of Reference has enabled the CPC and the parish councils to work together to a common goal. Thanks were given to Mrs Moulson and Mrs Brookes for their contributions to the CPC as parishioner members. Thanks were also extended to Cllr Bunney and Cllr Summers for their time and investment.

5. Reports from Local Organisations

Representatives from the following organisations attended and their reports where available are on the Parish Council Website.  

Women’s Institute (WI) – Sara Carter – spoke on the activities that the WI has taken part in recently and plan to take part in over the coming year. They now have 27 members and they have an exciting program or events already planned. They meet at the village hall in Glentham on 2nd Thursday of the month and also undertake other activities. The Coronation Street Party is the first event taking place in May. July is an open meeting with everyone invited to attend. There will be a speaker from Bomber Command – tickets £5. Contact Sara for tickets. On October 12th there will be a Harvest supper. In January 2024 is “Crazy Whist Night”. Sara’s main aim as president is to bring everyone together. Garden meetings – where they meet up in different peoples gardens – coffee and cake and a chat. Café Society meetings for coffee, chat and cake. They play whist once a month. There are also “Girls on Tour” going to Elsham Hall and also a Gin tasting. There is an industrial tour of Lincoln planned in September. There is also a project to make poppy wreaths for the war memorial and there will be Wreath making classes given in December.

Normanby by Spital School - The Head mistress sent a report which the clerk read out. Highlighted items were the Good Ofsted report and thanks to all those who made this possible. There has been a lot of investment in the school with new windows being fitted and also £3000 spent on books. The school children continue to engage with the villages by getting involved with community projects and events. They took part in the scarecrow competition and are also growing wild flowers for planting in the community park.  A copy of the full report will be available on the web site.

Community Park – Cllr Leah delivered a report on the activities of the Community Park. Work has been carried out in the orchard and the plan is for this to become a community orchard. Plan is to encourage bio diversity with wild flowers. We are thankful to the wives club for their donation to the community and also the Normanby and Owmby Village Hall Trust (521965) for their donation towards swings. A grant from iGas will also enable us to get electricity and water onto the field. The importance was highlighted of how important the field is the entire village and how the volunteers are greatly appreciated. The report is available on the web site.

Church – Now a community church welcoming all members of the community of all denominations. They also have a monthly coffee morning for a nominal fee. Also a plant stall, raffle and a chance for people to mix.

Water Colour Art Class – Liz spoke on the water colour class and other activities that take place at Glentham Village Hall.

Any other organisations

The Education Charity continues to run for Normanby Children – On average £40 was awarded to eligible children in Normanby by Spital.

6. Any other matters of Local interest

A parishioner enquired about the installation of the swings. Cllr Widdison informed that they would be installed within the next few weeks – weather permitting.

A parishioner enquired about the standing charges for the community park electric and water and who was going to pay this. The parishioner was advised that this will be discussed at a future council meeting.
